I wonder why the star washer under the scope mount? I guess I am seeing the marks of a star washer around the rear screw hole?

I was thinking that it looked like the hole may have gotten wallowed out a bit and they ran around the hole with a sharp punch to tighten it up... Didn't think the lock washer slant.. I look at it a bit harder...
