so my grandpa (91) just gave me an old winchester 1894 that he bought from a friend a loong time ago. It's been rebarreled...I believe its a M1903 barrel, it's stamped near the front sight "RIA 09-18" with the flambing bomb proof. no caliber mark. I assume it was either 30-03 or 30-06.
Just want to verify either, or both of these could be redone to 30-30?

BY no means an expert, the barrel on my '03A3 is quite a bit bigger than the barrel on my 336. To answer your question 30-06 and 30-30 are both .308 bores. Back in the "good ol days" sporterizing '03's was real common so its easy to see how some '03 barrel could have been laying around and a thrifty machinest/gunsmith could have turned one to fit. Easy way to check is to count the rifleings in your barrel,if there are 2 lands and grooves its an '03 barrel. As long as it is made and fits properly I dont see a problem with it.

The old '03 was a very popular 1,000 rifle back in the day,also many converted to sniper rifles. A good barrel is a good barrel.
