Hi guys,
Picked up a Bowen Rough Country rear sight and installed it today. The gun is one of the Lispsey's Flat-Tops. When the sight is fully bottomed-out, as per Bowen's recommendation, the top of the hammer grazes the bottom of the sight "blade." Is it better to take a little off the top of the hammer or the bottom of the sight?

Take a bit off the top of the hammer rather than the bottom of the sight. Depending on the height of the front, you may be able to raise the rear enough that it doesn't interfere and be able to sight it in.

I would say sight it in before you do anything. My flattop is the same way but when I sighted in for my chosen load the sight is just high enough to clear the hammer. I'd rather not grind anything that does not require it.

Sight it in and see where it is first. Mine has plenty of clearance after zeroed with a Skeeter load.
