No, the Colt New Frontier SAA does not have a transfer bar safety. The action is the same as the standard Colt SAA.
The only Colt single action type revolver that did have a transfer bar safety was the short lived Colt Cowboy model.

Later .22 caliber New Frontiers have a 'hammer block' safety that is tied in with the loading gate.
