Well, that leaves Penn. out. State wide think success rates average out in the single digits. Mostly due to no hounds or bait. No spring hunt.

Maine has a very high success rate and tags can be purchased over the counter - handguns are welcome. The bear population there is the highest in the US mainland. Spring hunts are none existent, but fall hunts can be had in any flavor: over bait, with dogs, spot and stalk, and trapping. Hunting over bait is the most popular.
If you’re a member of Handgun Hunters International (HHI), I’m putting on a bear hunt in northern Maine for the fall of 2025. Details can be found on HHI website. Its limited to 12 handgun hunters - I have two spots left.
