So if a person has a contender or encore pistol frame, he can use the 14” 410 barrel legally. Is there a way to use a larger bore such as 16, 20, or 12ga in a 14” handgun configuration without getting the special tax stamp?

No. The 410 barrel is actually a .45 Colt barrel and is rifled also any thing over .50 in a handgun would also be a no-no

There are 28ga contender rifle length barrels in existence but they are super rare. Not sure if you would get anyone to make another again. 28ga on the contender would be fantastic.
