The story is that this is in a Latvian museum and this "firearm" is from the Russian civil war. Evidently bubba gunsmithing happens on several continents. I'll guess it may have a little muzzle blast.

The Russians were very adept at reducing power of the cartridge by disassembling and reducing charges. You can say the same for most of the countries that didn't have much data or reloading powders, etc. A lot has been written about that and the way they did it is still out there.
