They all came drilled & tapped, with a scope base included.

All the new guns come drilled and tapped according to the MR website. I don't know the date this became effective or when your 480 Ruger was built.
I am fairly certain that the procedure was in place before the 500 JRH was added as a standard offering.

Both of mine came that way and also came with the base -- one is a Precision Center gun, the other regular production.

Both of mine came D&T'd and scope mounts included. 1 475 and 1 50AE converted to JRH. Both are older production guns
