Depends on what you want to do with it. Like a .38Spl it would be great for punching paper with nice clean holes as a result. The hollow base was originally developed for muzzleloaders way back so the "skirt" would fill out by the powder gases and grip the rifling, thereby allowing slightly undersized bullets to be loaded easily and also made reloading easier with fouling. In this case you wouldn't have to be so concerned about your as cast or sized diameter depending on your alloy.
I loaded reversed HBWC many years ago in .38Spl and they were accurate to about ten yards but it was only for fun and I never tried them on anything serious.
I have no experience with full WC on game and I don't know if that would even be practical.

A VERY experienced VietNam LRRP,Missouri State Trooper friend of mine carried full wadcutters in his S&W backup gun "detectives special" ? His theory was if HAD to use that gun crap had hit the fan and he wanted as big a hole as possible,and he also was in the belief with the muzzle velocity from the short barrel,he had more confidence in the soft lead bullet than a jacketed one. In reality those bullets are pretty soft and after killing many an animal with pure lead round balls in my muzzle loader I think he knew what he talked about.

The old 245 grain .44 wadcutter gas check packs beau coups punch. The nose is close to land diameter, not groove diameter.
The .38 hollow base wadcutter presents problems when loads above light target velocity, as the bullet is apt to blow into three pieces, as a target at 7 yards can a test. Seems this bullet up-loaded might literally spray the target. David Bradshaw

As long as you keep the the velosity at the lower end of the 42 spl., it should be ok. The problem with any hollow base bullet is that if you drive it to fast, it will blow the skurt and that is not good.
Although, if you cast them with a little harder aloy and turn the hollow base out, oh boy you have one wicked short range hollow point. That is what i use to carry in my mod. 60 S&W 357 3 inch. Hay lets face it, to most of use, it's a belly gun. Bill
