Did Ruger ever make blue Hunter model single actions? Seems I recall blue Redhawks with scope mount cuts on the rib...

The early Redhawks weren't called "Hunter" models. The Redhawk was introduced in 1980,,, no rings, and just stainless. In 1983,, the Redhawk was introduced with the factory rings, again, only in stainless. In 1986,, they introduced the BLUED Redhawks,, in 41 mag & 44 mag,, AND with the option of rings or not.
But a "Hunter" model of the Single Actions where they did offer the rings and a blued version,, No. The Hunter was only in Stainless,,, and was offered in 41 mag, 44 mag, & 45 Colt. Some were Bisley gripped & some were plow handled.
So, the short answer,, no blued Hunters.
