I ran into the same thing recently with them, however I was never told that an FFL had to handle it, I sent them the gun on their nickel and they had it a while, sent me a bill for repairs, got the OK, and did the job. I am happy with the job they did, but was surprised by the 1989 thing as well.

What happened in ‘89 that makes Smith lay out the warrantee limit there? Is it a rolling date that advances each year?
