Will a pin gauge set from .354-.359 be sufficient for getting an accurate measurement in most .357 revolvers?

For most chambers in a cylinder,,, yes,,, but not to check bore constriction. If I was buying just a set of specific pins in that caliber just for the chambers,,, I'd add a .353, .360 & even a .361.
But in my case,,, I chose to just invest in a full set from .250 to .500.

My thinking on this is why bother with the smaller pins? If a .357 won't pass do you really care how small the hole is? Whether it's .353 or .355, you still need it to be .3575 or greater.

I gave under $100 for my 250 piece Pin Gauge set. It covers .251"-.500" and pins are minus .0002".
I had a few tell me that the pins would be incorrect and all sorts of wild stories.
Measuring with a Starrett micrometer, all have been within .0001" and tension makes that much difference.
Fermin convinced me that I needed a set and he was correct. A purchase I've never regretted.

I have a full set from .251 to .500. I just check my references on the last 357 I checked and the bore allowed a .351 to pass except for the constriction at the frame. If you are going to check for bore constriction you may want to expand your selection to include .350 up to .360.
As was mentioned, pin gauge sets can be had for under or very near $100. By the time you order 8-10 at $3 each plus shipping you'll have a pretty good down payment on a full set.

I went for the full .250-.500 set and have never regretted buying tooling, go full set if you can. I've heard say that you only use a couple pins in a set, but I find myself using far more of them than originally expected.

I hesitate to do this, but here goes. I'm always concerned that someone will buy something I post and not be satisfied with it. I will say I'm 100% satisfied with mine. They measure correctly with my Starrett micrometer. They were $96 PPD when I bought mine. A little searching may save a few more bucks m.ebay.com/itm/292006816600

Buy'em, you're on the right track. Just a reminder buy a set with the tolerance on the minus. Which these are.

That's the same set I bought. The ones I've checked with a micrometer have been within .0001. I lucked out on my set. There was a buy it now set of used ones with one missing for $80 on eBay last year with free shipping. I contacted the guy first and asked if that included Alaska. He said yes and I hit the buy it now button so fast I was afraid I might have broke it.

Just a reminder buy a set with the tolerance on the minus. Not being a machinist type, why does the tolerance need to be on the minus side?
