It looks like a Williams sight of the type used in the olden days on TC Contenders for silhouette. I had a 14 inch 41 mag barrel with that basic site, although my mounting was different. The TC used a somewhat goofy looking affair that the main sight body screwed down to.

anachronism and rimfire69 are correct. Williams foolproof, available with flush adjustment screws (hunting model) and target knobs. Very well made. The first one I bough as a kid cost 10 skins. Williams offered a less expensive sight----with set screw adjustments instead of micro----called the 5D, because it cost 5 dollars. Quite a few of the Williams Foolproof were installed on Unlimited category pistols in IHMSA silhouette. David Bradshaw
