Asking for a friend.
It can be done, right? If I recall correctly, the tolerance on the pin location for the rear sight is a bit loose on the blackhawk, and if one is found with a low enough pin hole, one can take a file and turn it into a flat top? Or send off for the conversion?
Or did I mis-remember? And if not, any special considerations to make when doing the work? new rear sight, etc?

Yes it can be done. What happens however is that as soon as you put a square or flat tool on your top strap you realize it ain’t nearly as flat as it looks. Typically they are dished in the middle for polishing with a wheel. So, by the time you cut it flat you are too close to that pin hole.

For the money you will spend on the conversion. Why not buy one of the Ruger New Model Flat Tops?

Here's one that David Clements did. Just a tad low for the Bowen sight but I can live with it. Didn't realize it wasn't a flat top until I put the sight on it.....

seems that there is also a variance to the thickness of the base/tang? of the sight on many of mine.

A flat top has a sight with a rounded front. To be a “proper” flat top, the sight recess on the top strap should be welded and reshaped.
